I'm in Brownsville today to meet with local officials and clean energy advocates interested in implementing HB 1937, the bill I passed last year. This is the one to give property owners an opportunity to seek a loan from the city for solar energy or energy efficiency improvements and then repay the loan over the long-term through their property taxes. Cities around the state are trying to figure out how they would like to implement it locally and working on solutions to some of the challenges they've found.
